A town that runs its own schools and remembers 2016
Baker is one of the East Baton Rouge cities that broke away to run its own schools. Voters approved the enabling amendment for the City of Baker School System in 1991, a board was seated in 1999, and the district has operated separately since 2003; in 2025 it began moving to all-charter operation.
The city is also tied to the August 2016 flood. WBRZ recalled that Mayor Darnell Waites and Police Chief Carl Dunn were sworn in on July 1, 2016, and faced the flood just 42 days later. Chief Dunn made more than 400 boat rescues, and both Baker High School and the fire department took on water. The National Weather Service's gauge on the Comite River near Baker logged 21.18 inches of rain during the event.
That was river and backwater flooding from extreme rain, and no gutter system stops it. What the event does show is how much water this part of the parish can get, and how slowly it leaves.
What the numbers say about Baker houses
- Median year built: 1979 (Census ACS 2020–2024), older than the parish median of 1984.
- Owner-occupied: 69.9% of about 4,292 occupied homes.
- Rain: NOAA's 1991–2020 normals for Baton Rouge Metro Airport show 61.94 inches a year and about 19 days with an inch or more.
- Soil: USDA soil survey data show roughly 80% of East Baton Rouge Parish is somewhat poorly to very poorly drained.
For a house built around 1979, the original gutters are long gone or living on borrowed time. Common calls in a town like this are sagging runs that pull away from the fascia, leaking seams on older sectional gutters, wood rot behind the gutter line, and downspouts that empty right against the slab. An installer will typically check the fascia before hanging anything new, because seamless gutters need solid wood to fasten into. Our gutter replacement and fascia repair page explains how that usually works, and gutter repair covers fixes for runs that are still worth saving.
Moving roof water away from the slab
On flat, slow-draining ground, water dumped at the foot of a downspout tends to sit there. Baker homeowners often ask about extensions, splash blocks or an underground downspout line that carries water to the street or a lower part of the yard. A French drain is a different tool for groundwater and soggy lawns. See downspouts and drainage for the differences.
Drainage beyond your lot is the city-parish's job. East Baton Rouge accepts ditch and drainage requests through 311 (the Red Stick 311 app or 311.brla.gov). Larger projects are also in the works: WBRZ reported in August 2024 that the 12-mile Comite River Diversion Canal is now expected to be finished around the end of 2027 or early 2028. Inside your own property line, though, where the roof water goes is up to you.
Other areas we cover in the parish include Zachary, Central and St. George.
Baker gutter questions
What does a new gutter system cost for a Baker home?
Cost guides put seamless aluminum in Baton Rouge at about $5.90–$10.30 per linear foot installed (HomeBlue, 2025), or roughly $1,180–$2,060 for 200 feet. These are estimates, not quotes, and the sources disagree. The real price depends on footage, stories, material, downspout count and drainage, which an installer measures on site.
My Baker house is from the 1970s. Should I repair or replace the gutters?
It depends on what an installer finds. Gutters that are sound but leak at a few seams or have one loose section can often be repaired. If runs sag in many places, the seams are failing all over, or the fascia behind them has rotted, replacing the system and the bad boards together usually makes more sense. Ask for both options in writing.
Who handles flooding from a ditch or drain near my Baker home?
Ditches, culverts and public drainage are reported through East Baton Rouge's 311 system, by app or at 311.brla.gov. Water on your own lot, including what comes off your roof, is generally the owner's responsibility, which is why downspout placement and underground lines matter here. A gutter installer can quote the roof-water side of the problem.
